We have all been having GDs in our classrooms and friend-circles. I guess a forum where more participants are involved can help us broaden our viewpoints.

I think 'YES'. Although they are illiterate, they have a right to choose the people who would run this nation as they equally are the citizens of this country as any literate person. Although this may give chance to un-competent government to rule the nation. But still, citizens are given equal right in any democratic government. So they should be given to cast their votes.
But first of all, every citizen should be made aware of their voting rights. Seroiusness should be spread among the citizens for going out of their homes to cast their votes on the day of the elections. If literate people themselves do not vote, we can't complain for the votes of those illiterate people.
